What is the APCC?

Portuguese Council of Shopping Centers

Founded in 1984, the Portuguese Council of Shopping Centers - APCC, is a national scope and not-for-profit association and currently has 48 Associated companies representing a total of 80 Shopping Centres of Traditional Format, and 5 Specialized Formats units with a Gross Leasable Area – GLA of 2.679.814 sq.m. The Associated Shopping Centers cover 8.059 small and large retailers, representing about 100.000 direct jobs, and more than 200.000 indirect jobs.

All members are also affiliated members of ICSC – International Council of Shopping Centers. The International Council of Shopping Centers is the trade association of the shopping center and retail property industry, and has more than 70.000 members in 100 countries, including shopping center owners, developers, managers, investors, architects and other professionals.

Retail in shopping centres is a key pillar in Europe’s retail market. Nearly ¼ of all retail sales in Europe are estimated to take place in shopping centres and these centres also make a vital contribution to retail employment, directly employing over 4 million workers across Europe. Shopping centres are also a vital platform for retailer growth, especially in new markets as well as providing positive economic benefits to the community and society such as tax revenues, employment, regeneration, and key infrastructure. Also about the international level, APCC is member of European Property Federation – EPF, based Brussels since 1997. This organism represents all aspects of private property ownership and investment.

APCC is a founding member of the Confederation of Services of Portugal - CSP. This Confederation represents the telecommunications markets, shopping centers, distribution, marketing communication, wholesale and electronic, healthcare, information technology, express delivery, private security and human surveillance, market research. Altogether, the CSP integrates 20% of national GDP, more than 200,000 jobs, a quarter of the PSI-20 (Portuguese stock market index) companies and is responsible for one third of the VAT charged in Portugal.


The objectives of the Portuguese Council of Shopping Centers are the protection of the legitimate interests and rights of the owners, developers and managers of commercial developments designated as Shopping Centres, as well as enhancing their standing, the legal and strict definition of this type of integrated commercial complex, and to mediate with Public Administration entities in the preparation of legislation.

Who can join the APCC?

APCC has two kinds of members: owners, managers and developers of Shopping Centres are full members; institutional, company and complementary members are associate members. Those which, within the scope of their activity, study, analyse or express views on the design and location of shopping centres, are considered to be institutional members. Company Members are all companies directly or
indirectly co-operating in the design, construction, leasing. maketing in development or management of shopping centres. Complementary members are companies running anchor shops with an area in excess of 2.000m2, or running retail chains with more than 5 shops, partially or totally, located at Shopping Centres.

Main Areas of Operation

1) Information
The association issues every two months a newsletter, circulated to all its members, with information on the activities of the A.P.C.C., national and international news with significant relevance for this industry. It publishes every quarter month a magazine in Portuguese entitled “SHOPPING - CENTROS COMERCIAIS EM REVISTA”, circulated to numerous public sector entities, national and foreign, besides its members and the respective shop owners. Since 1996, it publishes a Directory of the sector containing the characteristics and information of all Shopping Centres registered with the A.P.C.C.; On-line information about the Association and the sector of Shopping Centres (http://www.apcc.pt).

2) Training
Organizes conferences and seminars on subjects relating to commerce in general and to the industry of shopping centres in particular, for the training of professionals of the sector. Arrange technical visits to shopping centres, which, due to their characteristics, are of a special interest to its members. Advanced Programme in Retail Space and Shopping Centres Management (PAGECC), in partnership with Universidade Católica Portuguesa.

3) Relationship with institutions
The APCC is permanently in contact with the Government to protect the interests of the sector, co-operating in the preparation of specific legislation, participating in meetings and presenting documentation on the position of the Association in respect of specific matters, which may
affect the industry of shopping centres.

4) Investigation
The APCC makes specific studies of the sector through Technical Committees operating in the Marketing and Management, Architecture and Urbanism, and Legal areas. It maintains a permanently updated database with information on the Shopping Centres members of the Association. APCC publishes quarterly the traffic and sales indices, related to the shopping Center market. 

5) Public Relations
The Association provides the press and Government institutions with up to date information on shopping centres and on their business ventures, to promote the image of the sector.
